HSE among world’s top 10 most open universities

The July edition of the Webometrics world university ranking has been published, and the Higher School of Economics has moved from 790th place to 781st overall and from 72nd place to 8th for openness.

Webometrics uses four criteria to assess the activity of universities based on information available online. A key figure is website impact (number of external inlinks that the university’s site receives from third parties), which accounts for 50% of the overall rating. The three remaining indicators together account for the other 50% (each with a third of this 50%) and characterize the size of the website (number or webpages) and academic quality (number of publications as calculated by a special data provider). The rating includes each university’s overall rating, as well as a value for each of the four aforementioned parameters.

Like in the January edition of the rating, the top 1,000 universities included just nine Russian ones, among which was the HSE, the only university specializing in sociology and economics. The HSE maintained fifth place among Russian universities overall and first for site openness among the Russian universities.

The HSE was ranked 72nd for openness among all universities in the January edition of the ranking, but soared to 8th place overall in the July release. The top three universities for openness were Harvard, the Masaryk University in Brno (Masarykova Univerzita v Brně) and Open University UK.

The Higher School of Economics is continuously working on improving the parameters Webometrics uses to evaluate universities. With this, however, there is no straightforward explanation as to how the openness indicator skyrocketed as it did in such a short period of time. In addition, despite the transparency that Webometrics’ authors ascribe to the ratings methodology, experts were unable to name the reasons behind the current and the previous rather significant changes: the HSE was ranked 726 in the world overall in January 2013, 1,244 in July 2013 and 790 in January 2014.
