In April 2010, The Government of the Russian Federation approved Regulation #219 "On State Support of Innovative Infrastructure Development in Federal Institutions of Higher Professional Education." The Programme of HSE Innovative Infrastructure Developmenthas beenchosen as one of the 56 winning programmes of the 196 higher education institutions participating in the open competition of the Ministry of Education and Science of the Russian Federation. The HSE has been ranked 12 by the number of the points won, which is a very strong performance taking into account the social and economic profile of the University. The Programme of the HSE Innovative Infrastructure Development has been specially mentioned in the speech of Sergei Mazurenko, the Russian Deputy Minister of Education and Science, as an example of one of the best of higher education institution documents of the kind.

The full name of the HSE Innovative Infrastructure Development Programme is Comprehensive Development of R&D Commercialization, Support of Innovative Entrepreneurship, S&T Foresight and Cooperation with Real-Sector Companies for Effective Integration of the National Research University Higher School of Economics in National Innovation System.

Objective:Creation based on the National Research University Higher School of Economics of an integrated system for the generation of innovations and testing of a stable model for innovative cooperation between science, business, and society in the knowledge economy.

The Programme’s implementation contributes to:

  • creation in the University of an innovative environment that would integrate internal and external resources and mechanisms into a single system for promoting innovations and entrepreneurial initiatives;
  • a growth of innovative small businesses that use intelligent products and services of the HSE, including results of research and technology development, to create hi-tech products, including those produced in cooperation with other universities and research centres of technical and natural science profile;
  • enhancement of the University’s interaction with real-sector companies and development, based on this cooperation, of scientific, innovative, and educational potential of the University;
  • further integration of the HSE into the national innovative system to effectively participate in the formation of the innovative economy through mobilisation of its competences and intellectual resources.

The Programme of innovative infrastructure development is planned for 2010-2012.

The research and academic activities of the HSE cover a wide range of issues related to the development of the innovative economy. In view of the University’s social and economic specialisation, it focuses on the development of a specific environment that would promote generation and implementation of innovations, adjustment of the innovative model of interaction between science, production, business, and society rather than on the creation of innovative products proper.

In 2010-2011, the following had been created and developed:

The Programme implementation ensures further operation of the innovative infrastructure objects which promote research and commercialisation of its results, further development of the elements of the intellectual property management system, launch of educational programmes in entrepreneurship, development of international partnership and enhancement of cooperation with corporate organisations.
