The Institute was founded in December 2010 and is a research department at the National Research University Higher School of Economics.

The key tasks of the Institute are academic research and expert-analytical work aimed at improving the effectiveness of public (municipal) participation in goods production and service delivery as well as improving the effectiveness of public financial policy.
