The Institute for Statistical Studies and Economics of Knowledge (ISSEK) is a research centre at the State University – Higher School of Economics.
The Institute for Statistical Studies and Economics of Knowledge was founded in 2002. ISSEK provides complex analytical and policy studies focused on S&T, innovation and education, including integration of education and science; assessment of innovation climate; identification of priority S&T areas and national critical technologies; development of new legislation related to S&T and education; and development of complex information systems. According to the agreement between Federal Statistical Service (Rosstat) and HSE, ISSEK produces methodology and analyses for statistics on S&T, innovation, education and ICT in Russia. The Institute carries out research in methodologies of statistics, analysis and foresight of socio-economic trends related to the development of the knowledge-based economy, e.g., in the field of science and technology, innovation, education and training, information and telecommunication technologies. An International Foresight Centre covering a wide range of research and training activities aimed at promotion Foresight activities in Russia and dissemination of best Foresight practices and methodologies in Russia was established at ISSEK.
