It is widely accepted, especially among political scientists, that universal suffrage is a necessary condition for democracy.  I challenge this assumption.  For democracy to produce attractive outcomes for the citizenry, citizens must participate intelligently in the democratic process.  Good democracy requires good citizens, in the sense that they gather information about the parties and candidates, and have the intelligence to evaluate this information.  Good democracy may, therefore, require restrictions on the voting franchise.
