Abstract

Public Service Media. Public broadcasting and public media are important components of modern foreign media systems. A modern specialist in the field of media will not be able to work without knowing the basics of the functioning of public service media. This type of media shows how much journalism should be accountable to society. Actually public media disclose the media concept of the fourth power. This elective course aims to introduce students to concept of public service model of media. Dealing with different theoretical approaches the module provides students with critical and analytical understanding of public service media. Within the framework of this course, students will study the basic theoretical research on the public sphere and social responsibility of the media, learn the system of public service media abroad and in Russia. At the end of the course, students will develop their own public service media projects.

  • The model of Public service media.
    . The place of public media in the system of traditional media systems. An economic approach to modeling public media. A political approach to modeling public media. Editorial policy of public media and content features.
  • Public service media abroad.
    European cases (BBC, ARD, ZDF, Deutche Welle, Rai, France Television). Eastern European cases. North American cases (CBC, PBC, Voice of America). Asian cases (NHK).
  • Public service media in Russia.
    Discussions on the need to create public media in Russia. OTR. Subscription models of commercial media ("Vedomosti", "Republic", "TVRain") as a reflection of the concept of media's accountability to society.
  • Project seminar.
    The student presents his own public media project. The project prescribes the type of media (classical television and radio broadcasting, online broadcasting, online edition), the mission of the project, the economic basis, the auditor indicators, the main points of the editorial policy, etc. The project of each student is discussed at the seminar.
  • Media and Society.
    The concept of the public sphere (Jurgen Habermas). The concept of the journalist's accountability to society (Denis McQueil). The theory of social responsibility of the press (Sibert, Peterson, Schramm). The need to create a public media model.
