Abstract

This course is aimed to introduce students to the theory and practice of social policy in economically developed and developing countries including Russia and other BRICS countries. This course will offer an examination of social welfare policy issues (such as poverty, need, homelessness, citizenship, globalization, social justice, oppression, exclusion, discrimination, empowerment, gender, domestic violence, child welfare, aging, disability and mental illness) and the significance of social, economic, and political factors that influence policymaking and implementation.

Learning Objectives

The course «Social policy: foundations and implementation» is aimed at preparing students for independent research activities. Main topics of the course include the origin of social policy; key concepts and definitions of social policy; major ideologies and concepts; principal directions of social policy, social protection and social insurance; social and economic consequences of aging, social policy under the conditions of aging, pensions and pension reforms; the role of international organizations in social policy; current system of social policy (strengths and weak-nesses, ways to reform). This course introduces students to the theory and practice of social policy in economically developed and developing countries including Russia and other BRICS countries. This course will offer an examination of social welfare policy issues (such as poverty, need, homelessness, citizenship, globalization, social justice, oppression, exclusion, discrimination, empowerment, gen-der, domestic violence, child welfare, aging, disability and mental illness) and the significance of social, economic, and political factors that influence policymaking and implementation. The course considers agency policies, local ordinances, state and federal legislation, and global treaties – policies at all levels of national and international interest.

Expected Learning Outcomes

Demonstrates knowledge in the field of social policy, poverty and inequality, owns the basic terminology of social policy and social care.
Looks for and analyzes the academic literature on a selected topic.
Uses special sources of information: legislative databases, statistical databases, websites of Russian and international organizations (Rosstat, OECD, World Bank, UN, Eurostat, etc.).
Processes data of population surveys using one of common statistical packages and interprets the results, works with incomplete and missing data.
Chooses research area, collects necessary information, relates theoretical concepts to actual statistical and legislative information, analyzes dynamics of various indices, critically assesses results of policies and interventions.
Reads and analyzes the academic literature on a selected topic in English.
Uses special sources of information: statistical databases, websites of Russian and international organizations (Rosstat, OECD, World Bank, UN, Eurostat, etc.).

Introduction to labor economics and social policy. Labor demand, labor supply, equilibrium. Wage structure and inequality. Human capital. Discrimination and gender policy. Labor market in Russia. Welfare programs and labor supply. Welfare programs and labor supply. Active labor market programs.
Social innovations in Non-government organizations
Non-government organizations. Social innovations, social entrepreneurship, non-profits and corporate social responsibility: relationships and social impact social innovation conceptualization best practices of social innovations in various spheres (health, education, unemployment, social services, etc.) governmental support for social innovations in Europe. Enabling environment for social innovation development: political, societal, institutional and resource frameworks. Contextualization of enabling frame-works for Russia. Social innovation measurement vs. general innovation measurement. What is measured?
Welfare state concept and poverty reduction
Concept of welfare state. Types of welfare regimes. Universal and selective social support systems. The models of social policy: approaches of the International Labor Organization (ILO) and the World Bank (WB). Key strengths and weaknesses in the current social welfare system and social work services Definitions of social welfare. Social welfare and other disciplines. Definitions of social work and social worker. Social welfare system and the economy. Social justice and social change.
Population policy
Demographic trends and their impact on social policy. The challenges to social policy in aging society. Pension systems and pension reforms in OECD countries. Migration policy in OECD countries.
