Course Syllabus

Abstract

This is an elective course that has the main aim to give the student a broad vision of the main role of the migration of different kind in development. Within the course the student will be able to learn the problems of migrants and ethnic minorities and their self-organization; understand the logic of migration policy and the basic methods for comparative analysis of migration policy. The very important part of the discipline is devoted to the basic the causes of migration and consequences of this process for the sending and receiving societies and the influence of the remittances to the development. The background of the discipline participants could be various.

  • Learning objectives of the course “Migration and Development” are: to introduce students to the main problems of the discipline, the existing literature and to the state of research on the topic; to introduce them to variations both in state approaches to the problems of migrants and ethnic mi-norities and their self-organisation; to give the students the basic methods for comparative analy-sis of migration policy.

  • Know the main directions of migrations in history and modern centres attracting major migra-tion streams, the reasons for migrations and the main consequences of migrations both for the exit countries and the regions of entry of migrants, the main categories of migrants and of ethnic minorities, the major problem migrants and ethnic minorities face. Forms of their economic and po-litical self-support and organisation.
  • Be able competently analyse the nature and character of problems connected with mi-grants and national minorities in concrete circumstances, compare problems of migrants and national minorities in different regions and countries, competently define priorities in resolving the problems of migrants and national minori-ties and problems connected with them.
  • Get skills for working with primary sources and literature on the problems of migrants and national mi-norities, studying migration processes and problems of national minorities and migrants and nationality relations as a whole, collecting objective and adequate information on the problems connected with migrants and national minorities.
  • Know different types of state policy towards migrants and ethnic minorities, national and international mechanisms of the protection of rights of ethnic minorities and migrants and international legal norms pertaining to migrants and ethnic minorities.
  • Be able apply the latest theoretical approaches to practical resolution of the problems of migrants and national minorities, define legal norms which apply to concrete situations connected with problems of mi-grants and national minorities, offer competent and realistic ways of ameliorating problems of migrants and national mi-norities.
  • Get skills for a comparative analysis of the problems which arise in connection with migrants and na-tional minorities in different countries, a comparative analysis of state policy towards migrants and national minorities in differ-ent countries, working with different legal documents which regulate the situation of migrants and na-tional minorities both at national and international levels.
  • Know different types of state policy towards adaptation of migrants and ethnic minorities, national and international mechanisms of the protection of rights of ethnic minorities and migrants and international legal norms pertaining to migrants and ethnic minorities.

  • Be able competently analyse the nature and character of problems connected with migrants and remittences in concrete circumstances, compare problems of migrants and national minorities in different regions and countries, competently define priorities in remittances use for the development issues.
  • Know the main directions of labour migrations in history and modern centres attracting major migra-tion streams, the reasons for labour migrations and the main consequences of labour migrations both for the exit countries and the regions of entry of migrants, the main labour market reactions on migration.
  • Get skills for working with primary sources and literature on the problems of remittances and development, collecting objective and adequate information on the problems connected with migration and development, and remittances.
  • Be able competently analyse the nature and character of problems connected with labour mi-grants and labour markets, compare problems of labour markets and migration in different regions and countries, competently define priorities in resolving the problems of labor migrants problems connected with them.

    Экзамен проводится в письменной форме (эссе) с использованием синхронного прокторинга. Экзамен проводится на платформе Moodle, прокторинг на платформе Экзамус (https://hse.student.examus.net). К экзамену необходимо подключиться за 10 минут. На платформе Экзамус доступно тестирование системы. Компьютер студента должен удовлетворять следующим требованиям: https://elearning.hse.ru/data/2020/05/07/1544135594/Технические%20требования%20к%20ПК%20студента.pdf) Для участия в экзамене студент обязан: заранее зайти на платформу прокторинга, провести тест системы, включить камеру и микрофон, подтвердить личность. Во время экзамена студентам запрещено: общаться (в социальных сетях, с людьми в комнате), списывать. Во время экзамена студентам разрешено: пользоваться собственными письменными конспектами (в тетради, на распечатанных листах, в электронном виде). Кратковременным нарушением связи во время экзамена считается прерывание связи до 10 минут. Долговременным нарушением связи во время экзамена считается прерывание связи 10 минут и более. При долговременном нарушении связи студент не может продолжить участие в экзамене. Процедура пересдачи аналогична процедуре сдачи.Экзамен проходит в течение 1 часа
