2008 Russian Military Reform: An Adequate Response to Global Threats and Challenges of the Twenty First Century?
This dissertation seeks to analyse the 2008 Russian Military Reform to determine whether or not it will be an adequate response to contemporary global threats and challenges. It will apply a standard methodology used in the military sciences and modern military forces such as NATO and OSCE, namely a DOTMLPF assessment. This methodology analyses the doctrine, organisation, training, materiel, leadership, personnel, and facilities involved in a military project, aiming to suggest an ideal configuration to meet the national security and defence policy, the military doctrine, and to provide an estimation of Russia’s Military Capabilities (RMC), affected negatively by the lack of DOTMLPF variables. This dissertation will provide some insights to be added to the discussion on the topic, including the necessity of an adequate leadership and proper decision-making to achieve a military reform that could answer modern threats and challenges to Russia.
