Short-term economic and innovation forecasting could speed up decision-making processes, especially in financial flows perspective. However, in competitive world with high level of is important to use long-term forecasting methods, which determine the effectiveness of policies, the country's position in the economic and innovative ratings, social wellbeing. That’s why governments try to create long-term programs and strategies about innovation development. The goal of this paper is to analyze the Russian Innovation Strategy and compare it with the leading innovation nations all over the world, according to innovative rankings. The paper tasks are to understand on which key indicators the Russian Innovation Strategy is based and compare these indicators with same from best-innovative countries strategies. This work has strong practical importance for policymakers and policy analysts that seek to find solutions and perspective for optimization of the national innovation system, but also has strong research-scientific importance about how strategy complete and what key indicators are used by different countries, and how they changed. The paper also provides information about how to change key indicators to develop better Innovation Strategy documents. And it is important in case of consideration and preparation new strategy in near future.
