Подготовка и исполнение планов развития на муниципальном уровне в Гане

In achieving sustainable development that will lead to poverty reduction and the elevation of the country into its middle-income status in 2015 was dependent on two core issues. These were the preparation of local plans as well as the implementation of these plans particularly at the grassroots level where the majority of people living within hard-core poverty are found. For development plans that will meet the local needs of the people as well as smooth and timely plan implementation, the country shifted from the centralized system of government to the decentralized and local government system. This local government is the District Assemblies, which is the highest political authority at the district level (Constitution of the Republic of Ghana, 1992) The study population comprised both adult men and women in the District. A sample size of 50 people was conveniently chosen due to time and logistical constraints. Ten villages were purposively chosen because they were the Area Councils or sub-districts headquarters. The five villages in which the subjects were drawn were obtained by a simple random method. The study concluded that the successes and the achievement of national goals at the grass root level depend on the manner and the environment in which these goals are transformed into local goals particularly taking into consideration local conditions of the people who are most affected by these decisions.
