Title of the report: Majority voting may be ok if, but only if, the two options are a duality
Abstract of the report:
In a court of law, a frequent question - ‘Guilty or not guilty?’ - is a duality. But in politics, very few questions are a duality. Therefore, a multi-optional or, better still, preferential voting procedure is needed. And at best, the Modified Borda Count MBC can identify the option with the highest average preference; the methodology is inclusive, literally; it is non-majoritarian; and it is highly accurate.
