Title: "An evaluation of scientists' output using the method of threshold aggregation"

Abstract. 

New approach to the evaluation of scientists’ output is proposed based on the aggregation of separate bibliometric indicators using the procedure of threshold aggregation. It is shown that this method could reduce incentives to increasing the number of poor-quality work and attracting insignificant citations. Special attention was paid to the selection of the correct criteria for the application of the threshold procedure.
