The Third Joint Seminar of the Faculty of World Economy and International Affairs, HSE University, and the Federal University of Minas Gerais: Russia and Brazil in a Multipolar World

On 21 October, the third online seminar was held as part of the International Relations and Global Studies programme of the Faculty of World Economy and International Affairs (HSE University), organised in collaboration with the Federal University of Minas Gerais (UFMG). The discussion focused on Brazil’s foreign policy in an evolving multipolar world.

The keynote speaker was Ana Lívia Araújo Esteves, PhD in Political Science and lecturer at the Department of International Regional Studies at HSE University. She gave an in-depth analysis of the development of Russian–Brazilian relations, highlighting their pragmatic and mutually beneficial nature. According to Ana Lívia, dialogue between Moscow and Brasília is built on mutual understanding and a shared desire to continue cooperation despite the turbulence of global politics.

In her presentation, Ana Lívia compared the approaches of different Brazilian administrations towards relations with Russia and demonstrated how political dialogue is reflected in the dynamics of trade between the two countries.

Comments on the report were provided by André Rypl, a diplomat with extensive experience in the structures of Brazil’s Ministry of Foreign Affairs. He chaired the UN Committee on the Peaceful Uses of Outer Space (COPUOS) in 2019 and currently heads the cultural and academic cooperation division at the Brazilian Embassy in La Paz.

Drawing on his previous experience working at the Brazilian Embassy in Moscow, André Rypl noted that Russia remains a reliable partner and an important participant in international dialogue for Brazil. He emphasised that the potential for cooperation between the two countries extends well beyond the economic sphere and includes cultural and educational projects.

The second discussant was Professor Márcio Luís de Oliveira from the Faculty of Law at UFMG, a specialist in international and constitutional law. In his remarks, Professor Oliveira highlighted the importance of institutions in international and intergovernmental relations, noting that they play a crucial role in ensuring stability and predictability, establishing order, and fostering a constructive agenda.

The seminar concluded with a lively discussion. Participants – students and researchers from Russia and Brazil – posed questions about the prospects for bilateral cooperation and Brazil’s role in global politics.
