Changes in Student Visa Procedures

Due to the COVID-19 pandemic, the process of issuing student visas to prospective international students has changed.

The Ministry of Internal Affairs of the Russian Federation has temporarily suspended the processing of visa invitation applications to enter Russia until further notice. Correspondingly, the Ministry of Foreign Affairs of the Russian Federation is no longer accepting visa applications, including student visa applications, at its consular institutions abroad.

HSE University is continuing to accept visa invitation applications (via the applicant's online personal account), which is obligatory to obtain a student visa. However, the invitation will not be officially registered until the Ministry of Internal Affairs of the Russian Federation resumes visa invitation processing.

For tuition-paying applicants, a copy of the visa invitation with the valid date of entry to Russia will be uploaded onto their online personal account once it is ready.

For those enrolling at HSE University on scholarships with 100% tuition coverage, visa invitation numbers will be uploaded to their online personal accounts once they are ready.
