Course Syllabus

Abstract

The European Union has a large, yet often unnoticed, impact on many aspects of everybody’s life. We will analyze what the EU is doing for YOU regardless of where you live. We will also look at what YOU can do for and in Europe. Whether you are traveling, eating, working, doing business, shopping, surfing the Internet or breathing, all these activities are largely shaped by the EU. As a result no global citizen, business leader, lawmaker, lobbyist or student can effectively operate in Europe or in the world without a solid understanding of this unique laboratory of integration. Given its inherent complexities, this Course aims at empowering you on what Europe can offer and will enable you to discover jobs and opportunities you were not aware of. Indeed, throughout the whole course, participants will be confronted with real-life examples of EU action. EU affairs professionals will share their personal EU experiences and tell us about their EU jobs. You will also be able to interact with the instructor and other participants, share your opinions, question the instructor’s assumptions and hence shape the course’s content.

  • Identify what impact the EU has on our daily life, taking a critical perspective on the EU’s purpose but also highlighting the opportunities it offers
  • Define where the EU's idea comes from and how it was put into practice
  • Get familiarized with and learn how to interact with: the EU Member States, the EU Institutions, and identify all EU relevant actors
  • Discuss what the "European Paradox" is and express their opinion about it
  • Explore the major policies shaped by the EU and affecting citizens, such as trade, agriculture and innovation
  • Learn what are the competences of the EU and the limits to its action
  • Become aware of EU rights and how to make them actionable
  • Gain a better understanding of how the EU is financed
  • Explore how Intellectual Property works
  • Become aware of Fundamental Rights, Values of the EU
  • Learn what are the rights and duties of EU Citizens

  • Why the European Union? Who is the European Union?
    The EU’s impact on our daily life; critical perspective on the EU’s purpose; the opportunities it offers; what the EU is, who its main actors are, by whom it is composed; identify who decides in Europe; how to interact with its main actors
  • What the EU can do? How does the EU work?
    The EU’s powers: What can it do? How far can it go? In which policies is it involved? Analyze the EU’s major fields of intervention: What does the EU do for trade, agriculture and innovation? The EU’s means of action: the process of its work, who does what, its strengths and weaknesses
  • What can the EU do for you? What can you do for Europe?
    The EU’s movement from freedom to funding opportunities, immigration policies, establishment, level playing field through competition law, getting you a job. The initiatives and instruments fostering civic engagement in the EU (public consultations, ECIs, Ombudsman, etc)

    Экзамен проводится в письменной форме (тестирование) с использованием асинхронного прокторинга. Экзамен проводится на платформе LMS (https://lms.hse.ru/), прокторинг на платформе Экзамус (https://hse.student.examus.net). К экзамену необходимо подключиться за 15 минут до начала. На платформе Экзамус доступно тестирование системы. Компьютер студента должен удовлетворять требованиям: https://elearning.hse.ru/data/2020/05/07/1544135594/Технические%20требования%20к%20ПК%20студента.pdf. Для участия в экзамене студент обязан: заранее зайти на платформу прокторинга, провести тест системы, включить камеру и микрофон, подтвердить личность. Во время экзамена студентам запрещено: общаться (в социальных сетях, с людьми в комнате), списывать (используя любые информационные ресурсы и/или методические материалы), выключать камеру. Кратковременным нарушением связи во время экзамена считается прерывание связи до 10 минут. Долговременным нарушением связи во время экзамена считается прерывание связи 10 минут и более. При долговременном нарушении связи студент не может продолжить участие в экзамене. Процедура пересдачи аналогична процедуре сдачи.
