Course Syllabus

Abstract

Science, technology and innovation (STI) policy mix is a considerably complex and broad-range system of strategies, tools, actors, linkages, functions, and other domains. The course is devoted to more practical vision of STI policy inventory beyond its theoretical basics. The course starts with a general framework overview mapping the most essential STI policy domains. Afterwards, respective problem- and challenge-oriented issues are being addressed, like research excellence, clusters, pay-for-performance incentives, and so on. The course includes lectures and practical work like master-classes, homework, group classwork related with analyzing practical cases and policymaking tasks. Students are expected to apply and develop their skills in understanding and analyzing various STI policy evidence base including official documents and statistics and awareness of respective international standards in various STI domains.

  • Provide students with a systemic view on STI policy
  • Describe and explain the links between theoretical base, rationale, evidence base, targets, strategies, tools and effects of STI policies
  • Develop understanding of actual STI policies in different countries including Russia

  • Able to manage project and process activities in an organization using modern management practices, leadership and communication skills, identify and assess new market opportunities, develop strategies for the creation and development of innovative activities and the corresponding business models of organizations

  • Structured STI policy cases for human capital development activities (Homework 1) and research excellence initiatives (Homework 2).
  • Group projects on support for innovative entrepreneurs (Homework 3).
  • Ability to collaborate across functions, business units and regional organizations and supervise cross-functional and cross-regional cooperation.

    The exam is planned for the 3 module as an ORAL EXAMINATION, online on ZOOM Platform, held with RECORDED PROCTORING technologies: Examus Platform (https://hse.student.examus.net). List of the Groups for ORAL 2-stream session will be available a week before the examination. A Student should log in 20 minutes prior to Exam Session. Examus system can be tested in advance. Computer should meet the technical requirements: https://elearning.hse.ru/data/2020/05/07/1544135594/Технические%20требования%20к%20ПК%20студента.pdf) Before the Examination: a student should log into the Examus System, test the system, switch on the cam and the micro, identify oneself by the passport (!). During the examination a student is not allowed to communicate to the others. Temporary internet breakdown is for up to 10 min. If longer - a written request to the course director, cc study office manager for further decision to reschedule the Exam for another date for examination: with different exam questions.
