This study explores the impact of digital technologies on human capital within the context of varying socio-economic development levels across regions of Russia. Its relevance stems from the rapid advancement of digital technologies and the resulting digital divide, which exacerbates the differentiation in human capital development. The research acknowledges that the pace and nature of digital transformation, and consequently its impact on human capital, differ significantly across regions with varying levels of development. Therefore, particular attention is given to analyzing the influence of digital infrastructure and the factors that create a favorable digital ecosystem for the continuous development of human capital. To achieve the stated objective, a statistical analysis and assessment of the impact of digital technologies on human capital was conducted using factor analysis. The findings will enable the development of evidence-based recommendations for regional policies in the area of human capital development in the context of digital transformation.
