This paper analyses the measures that should be taken in order to transform the global transfer market. Furthermore, it evaluates the role of cooperation between FIFA and regional football confederations in this process. The main findings deal with the suggestion that the current situation can be improved by introducing restrictions on the number of foreign players or by improving financial stability of clubs. In addition to this, there is no urgent need to transform the transfer market in other regions, as football is mainly popular in the EU.
