Assessment of the Russian Governmental Effectiveness in the Area of Social Regulation

<p>The main issue is concerned with the lack of objective assessments of the governmental effectiveness in the Russian Federation in the field of social regulation. We employ an instrumental definition of &quot;effectiveness&quot; as the ratio of the resources expended to the results obtained. In the models built in this paper &nbsp;resources are defined as the amount of money spent on social services, and the result - poverty and unemployment levels. All these parameters have a quantitative measurement, methodology of their calculation is long-established and can be considered objective, which means independent from the personal views of researcher who makes these calculations. Organizations which transform inputs into outputs are treated as &quot;black boxes&quot;, we do not try to explain their internal logic, work principles, etc.</p><p>The main goal of the study is to evaluate the effectiveness of the state in the Russian Federation by examples of poverty and unemployment. To achieve this goal we perform the following objectives:</p><p>1 ) Construction of effectiveness assessments of state power in the subjects of the Russian Federation in the sphere of poverty reduction;</p><p>2 ) Construction of effectiveness assessments for unemployment;</p><p>4) Description of the main paths of development; analysis of the effectiveness dynamics (2007-2011) in these areas;</p><p>5) Construction of a regression model to explain the level of political support for the ruling party through the estimates of social effectiveness.</p><p>The first chapter is devoted to a discussion of the literature on the effectiveness of state power and its measurement. In this chapter we also work out &nbsp;the effectiveness definition.</p><p>The second chapter includes a description of the model, data, method of DEA, the construction of effectiveness assessments and a description of the results.</p><p>In the third chapter we use these estimates to explain support for the ruling party in the elections.</p><p>Presentation thesis:</p><p>1) social effectiveness of the RF subjects is approximately at the same level;</p><p>2) the trajectories of effectiveness assessments of the government in the fight against unemployment are the same: the fall in 2008 and subsequent recovery;</p><p>3) there is no clear trend at the indicators on poverty;</p><p>4) increase in social effectiveness increases the likelihood of re-election authorities.</p>
