Directions and Mechanisms of Specialized Medical Care Restructuring in a Region of the Russian Federation (the Case of Urological Care)

<p>This master&rsquo;s thesis touches upon the problem of possibility of introduction in the Russian Federation of modern approaches to the organization of specialized medical care. Introduction of new health technologies inevitably needs to be accompanied by the assessment of their economic and social efficiency. Optimal models for large introduction will be chosen only after the assessment of health technology.</p><p>The objectives of the research are studying the conceptual approaches to the organization of specialized medical care; determination of key problems in the organization of specialized medical care in the Russian Federation; assessment of the restructuring of specialized medical care (the case of urological care), including an analysis of their health and economic efficiency.</p><p>The common and special research methods were applied in the work (method of analysis and synthesis, induction method, economic analysis). Base data was provided by the Department of regional development of Federal state budget organization &laquo;Institute of Urology&raquo;.</p><p>The algorithm for estimating costs at different stages of care was developed for this master&rsquo;s thesis. It should be used for the assessment of the effectiveness of the restructuring of urological care in the Voronezh region (in case of benign prostatic hyperplasia).</p><p>In conclusion, the introduction of the program of early diagnostics of benign prostatic hyperplasia has led to decrease of the cost per unit of treating one patient with benign prostatic hyperplasia and to increase of the general cost of providing specialized care for men with benign prostatic hyperplasia. The three-stage system of specialized medical care increases the efficiency of using of health care resources. The program of active diagnostic of benign prostatic hyperplasia led to an increase in morbidity of diseases of prostate, as well as directly with benign prostatic hyperplasia.</p>
