Formation of Consulting Infrastructure for Development of Innovative Entrepreneurship in Nizhny Novgorod Region

<p>Problems of effective innovation management are the most relevant at the moment. This is due to a lack of qualified specialists in the field of management of innovation projects, as well as non-use of specific control methods in the area of innovation. Professional advancement, management, expert evaluations are services provided by consultants to innovative busyness. Many start-ups in need of such services, as they often don&rsquo;t have the necessary experience and knowledge of the business. The survey of project managers shows that they lack competence in the field of management and marketing of innovation.</p><p>Innovative infrastructure at the regional level is an important component of the innovation system, therefore, to increase the activity and survival systematic analysis should be conducted.</p><p>Object of study is consulting infrastructure for innovative entrepreneurship in Nizhny Novgorod region, and the subject process of its functioning. Objective is developing of a concept for the development of infrastructure consulting for innovative entrepreneurship in the Nizhny Novgorod region. To achieve this goal it is necessary to solve a number of problems:</p><p>&bull; consider the concept, types and basic elements of regional innovation infrastructure,</p><p>&bull; Identify the typical problems of forming a consulting infrastructure for innovative companies</p><p>&bull; Conduct a study of innovative consulting organizations infrastructure Nizhny Novgorod region and identify problematic aspects of its activities,</p><p>&bull; provide advice on the development of infrastructure consulting for innovative entrepreneurship Nizhny Novgorod region</p><p>&bull; develop a model for the provision of consulting services for one of the elements of the infrastructure.</p><p>Problems consulting infrastructure for the development of innovative entrepreneurship studied in many countries. If we talk about the problems that exist in most regions, it is :</p><p> small number of such companies ,</p><p> lack of state support,</p><p> unskilled work ,</p><p> misunderstanding innovative companies in need of consulting services ,</p><p>To identify the problems of development of innovation infrastructure in 2013 in Nizhny Novgorod region study was undertaken. In the course of it there were 19 interviews with representatives of the innovation infrastructure of the Nizhny Novgorod region. Problems that have been identified:</p><p> poor organization of information resources;</p><p> distrust of organizations providing consulting services;</p><p> lowest level of knowledge innovation system participants on activities and the types of support;</p><p> poor system providing innovative companies available to third-party organizations</p><p>It should be noted that the business incubator currently not NIBI has a staff of specialists ready to fully provide quality consulting services to residents, and it does not have an established mechanism of interaction with consulting companies in the region.</p><p>In this connection should work jointly with the Ministry of NIBI in financing consultants. In this paper, we developed a position which regulates the provision of subsidies for consultants and mentors, pre-selected &quot;Nizhny Novgorod innovative business incubator&quot;. Key provisions of the grant of the order:</p><p>&bull; The recipient company must have services NIBI resident status.</p><p>&bull; NIBI leads the selection of experts, consultants and mentors.</p><p>&bull; conducts NIBI accepting applications for grants of resident companies.</p><p>&bull; Consulting company enters into a contract is not with the incubator, and with the resident.</p><p>&bull; The subsidy is granted up to 200 thousand rubles.</p><p>Thus, this study developed recommendations that will help shape the future of consulting infrastructure for innovation business development Nizhny Novgorod region.</p>
