«Development of the Public-Private Partnership in Russia: As an Example of the Concession Agreement» The paper generalizes the existing theoretical concepts of public-private partnerships and concessions as it form in the systemically-essential relationship that can be further used in the formation of the legal doctrine of public-private partnerships and improving legislation.As part of the following tasks were set:1) to formulate general provisions on the definition, symptoms, and the legal nature of a public- private partnership in the Russian reality;2) typify the legal forms of public-private partnerships and determine the location of the concession agreement in the respective classifications;3) describe the Russian legislation on concessions to reflect its approach and concepts of the legal nature of public-private partnerships;4) determine the legal nature of the concession agreement as a legal form of public-private partnerships;5) describe the concession agreement to identify publicly-legal components.As a result of research work submitted for the protection of the following provisions:1) Russian legislation substantially prevails contractual approach to public-private partnerships as a special subspecies of investment activity with characteristic features of public law for its implementation.2) Publicly-legal dominant in the legal nature of public-private partnership is predetermined condition for the successful implementation of the obligations of the project participants of public-private partnership, united by a public mission, given the proper and legal nature of the business.3) For the purposes of regulation and the development of the doctrine of the concession agreement as a legal form of public-private partnership should be based on the mixed nature of the contract, given the clearly expressed public law dominant. Questions to balance private and public interests in the legal regulation of public-private partnership and concession practice as its legal form in the Russian legislation is its essential public law quintessence.
