Victor von Wahl’s Administrative Activity in the Western Areas of the Russian Empire (1860-1900)

<p>Victor von Wahl was a remarkable figure, as he was governor in six western provinces. The general intention of this study is to investigate Victor von Wahl&rsquo;s administrative activity in the western borderlands of the Russian Empire.</p><p>The objective tasks of this investigation are the following:</p><ol><li>to identify the measures taken by Victor von Wahl to resolve ethnic conflicts;</li><li>to review his measures against the revolutionary speeches;</li><li>to report on the von Wahl&rsquo;s activity on the economic development of the region and in the implementation of the personnel policy;</li><li>to analyze the responses to activities von Wahl.</li></ol><p>In order to investigate the administrative activity of Viktor von Wahl in the Western areas of the Russian Empire were used historical research methods. For example, comparative historical method and biographical.</p><p>The long-term von Wahl&rsquo;s activity on the Western outskirts of the Empire have not yet become the subject of special study. The main sources of the research consists of documents from the personal Fund of Victor von Wahl, which are in the State archive of the Russian Federation.</p><p>The research has revealed that Victor von Wahl was an active follower of the policy of Russification and depolonization in the region. The struggle with the Polish element in von Wahl&rsquo;s activity was reflected in his active participation in suppression of the January uprising of 1863-64. He paid great attention on the personnel policy and replaced Polish officials on Russian. In the solution of the Jewish question von Wahl focused on the prevention of pogroms and minimize the influence of the Jews on the peasant population through limitation of their economic and religious restrictions.</p><p>One of the main Victor von Wahl&rsquo;s tasks was the protection of public order, using repressive measures against participants of the revolutionary movement. The governor also participated in the resolution of conflicts between peasants and local priests.</p><p>In his activity on the post of governor, von Wahl strictly followed the state rate, based on the subordinate police officers. Strict measures were not supported by the local population. That is why, he had a negative image among people.</p>
