Local bodies of public authority of Russian Federation and Republic of Kazakhstan : comparative analysis

<p>Choosing the Republic of Kazakhstan and the Russian Federation for the comparative legal analysis similar story explains the development of local public authorities, resulting in the finding of the Soviet Union and contemporary reality , that is, those trends in development of local governments , who are elected in these countries. The Russian Federation has chosen the path of delegation of authority , finance and independence of local government , in establishing control of both the state and of the citizens of the country. Constitutional recognition of local government system in the Republic of Kazakhstan has taken the path of dualistic theory: the existence of a fixed local state authorities and municipalities - local government bodies . Kazakhstan elected championships local governance to reduce the role of the local representative body performing the functions of local government. Activities of local governments in these states to some extent overlaps with the problem of their inability to fully realize its core mission - to ensure the livelihoods of the population.</p>
