Information-Analytical System of Mass and Individual Property Appraisal

<p>This document is a description of the final qualifying work. It describes the basic principles of Information - Analytical System (IAS ) of mass and individual property appraisal . IAS is based on a client application implemented on C#, that uses auto-generated HTML pages with insets of java-script code for interaction with Internet services like Yandex.Maps .</p><p>IAS allows in automated mode*:</p><p>&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; handle evaluation of cadastral value reports</p><p style="margin-left:72.0pt;">o&nbsp;&nbsp; verify sample-objects database,</p><p style="margin-left:72.0pt;">o&nbsp;&nbsp; perform an individual appraisal using comparative approach,</p><p style="margin-left:72.0pt;">o&nbsp;&nbsp; generate price maps,</p><p style="margin-left:72.0pt;">o&nbsp;&nbsp; analyse proportions of &nbsp;predicted prices to real market data</p><p>&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; predict the market price of each individual object in the input database</p><p>*(calculations are based on database with sample objects)</p><p>The document describes the interface and functionality of the information-analytical system; explains algorithms and practical tools selections, the possibility of applying IAS to mass cadastral appraisal of real estate in Russia; presents generated reports and demo-example.</p><p>The software system with the specified functionality allows to automate the process of mass and individual appraisal and examination of the results , rise efficiency of appraisers and experts, &nbsp;improve the quality of their services.</p><p>&nbsp;</p><p>In the master&#39;s work there were solved the following tasks :</p><p>&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Analysis of existing methodologies and approaches to mass and individual real estate appraisal</p><p>&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Study of the current situation related to low quality and reliability of &nbsp;cadastral appraisal results</p><p>&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Analysis and identification of the requirements to the process and the results of cadastral appraisal</p><p>&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Study the possibility of applying known mathematical algorithms to mass appraisal process</p><p>&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Implementation of a set of algorithms , that will provide required level of mass appraisal quality</p><p>&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Implementation the required technological and functional solutions; development of mathematical, algorithmic and software components of IAS</p><p>&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Development the methodology of comparative analysis of efficiency of the developed algorithms applied to mass valuation</p><p>&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Experimental approvement of possibility to apply developed algorythms to mass appraisal</p><p>&nbsp;</p><p>&nbsp;</p><p>The final qualifying work parameters :</p><p>&bull; Number of pages: 141</p><p>&bull; Number of parts : 4</p><p>&bull; Number of images: 119</p><p>&bull; Number of tables: 11</p><p>&bull; Number of applications : 1</p><p>&bull; Number of used sources: 23</p><p style="margin-left:72.0pt;">o&nbsp;&nbsp; Number of used legal acts : 10</p><p>&bull; Lines of system source code : 11373</p><p>&bull; Number of system classes : 33</p><p>&nbsp;</p><p>Key words :</p><p>Real estate appraisal , mass appraisal , handling results of the cadastral appraisal , cadastral appraisal</p>
