Housing Problems of Municipalities in the Republic of North Ossetia-Alania

<p style="text-align: justify;">In this paper we consider the problems that exist in the housing sector of municipalities in the republic of North Ossetia- Alania.&nbsp; These problems characterize the living conditions of people as not qualitative. Therefore, all the efforts of state and local authorities should be aimed at improving the effectiveness of their policies. It is important to determine what factors largely affect the living conditions of the population. It is necessary for the proper implementation of municipal and public policy.</p><p style="text-align: justify;">The object of this study is condition of the housing sector of RNO - Alania. The subject of the investigation is management of relations, which arise in the housing sector of the republic.</p><p style="text-align: justify;">Purpose of the research is to identify the main housing problems and analyze the features of the housing policy of municipalities of the republic of North Ossetia - Alania.</p><p style="text-align: justify;">The tasks of the present paper are following:</p><p style="text-align: justify;">1) To give a general description of the housing sector in Russia; to establish the main causes of the problems in this area.</p><p style="text-align: justify;">2) To find out the key housing issues for the republic of North Ossetia and problem-solving techniques that the authorities use.</p><p style="text-align: justify;">3) To analyze the situation in the housing sector of municipalities in North Ossetia.</p><p style="text-align: justify;">4) To identify the features of the housing problems in the municipal districts of the republic.</p><p style="text-align: justify;">This paper presents the main results of the policy of local and regional authorities. Indicators, that are achieved in the implementation of the republic programs and activities, which are aimed at improving the living conditions, tells us about the inefficiency of authority&rsquo;s measures.</p><p style="text-align: justify;">In the text the causes that affect the measures of all levels of government are justified. These include free continuing housing privatization, unproductive primary division of powers between the various levels of public authority, and poor public awareness of the purpose of housing reform.</p><p style="text-align: justify;">Special attention is given to identify the features of the investigated problems for each municipality. Such internal features as the specificity of each of the regions, geographical remoteness, ethnic composition of the population, the mentality and the relationship, have an impact on the efficiency of municipal policy.</p>
