Efficiency of procurement planning for the state and municipal needs in Russia and in the world (on the basis of one of the countries)

<p>The following paper is about the efficiency of public acquisitions planning&nbsp; in Russia and in the other world&nbsp; on the example of&nbsp; the USA. The aim of this study is to find out how efficientis the planning of public acquisitions in Russia and find out ways to increase it`s efficiency by using the experience of the USA legislation. To achieve this aim it is necessary to describe and compare, first, contract systems in Russia and in the USA and the place and role of planning in them, second, the process of planning in Russia, third, the process of planning in the USA and finally &ndash; to make a conclusion about efficiency of planning in Russia.</p><p>The study is based on the method of a comparative analysis. The Russian Federal law about the contract system and enacted according to it acts of executive authorities&nbsp; are compared with the US Federal Acquisition Regulation (FAR). Also the evolution of public acquisition regulation in Russia is shown by the retrospective analysis.</p><p>The analysis allows to make the following conclusions:</p><p>First, the schedule, that are already used according to the Law about the contract system, don`t provide absolutely open access to the acquisition information. It is recommended to provide on united information system an opportunity to subscribe an information about realization of the schedule, to get data of the acquisition, since it is published.</p><p>Second, there is nothing about consequences of contracting without or with contravention of the plan in the Law about the contract system. This paper offers a position that such contracts shoul be considered as void contracts.</p><p>Third, the institute of contract officers seems interesting to borrow. Its role differs from contract services in Russian legislation, because the contract officer doesn`t execute all planning functions, so the process of planning and the executing the contract are organized by different executives, that decreases risks of corruption.</p><p>Fourth, it seems useful to include the choice of control instruments in the process of planning as it is in the USA.</p><p>Fifth, it seems useful to increase the role of the method Life-cycle cost in planning of costs.</p><p>Finally, it is useful to include the analysis of risks in the process of planning.&nbsp;</p>
