Evaluation of the effectiveness of public procurement of budget institutions in Russian contract system

<p>In this work were studied the theoretical basis for the organization of public procurement budget institutions, outlined the concept and legal aspects of procurement of public institutions, consider the concept of efficiency of procurement and analyzed the effectiveness of such criteria. Was also presented the Russian and international practice of assessing the effectiveness of procurement activities of public institutions, through which it was possible to identify common trends in determining performance of procurement. Also revealed different approaches to evaluating the effectiveness of procurement activities: assessing the effectiveness of the methodology are held at the state level and the purchaser of the contract. Moreover, a study was conducted procurement activities of public institutions (for example, subordinate budget institutions Fano Russia) by means of a survey in the framework of the developed questionnaire. According to the results identified the main problems of procurement of public institutions and provide recommendations to address these issues. Introduced the concept of evaluating the effectiveness of methods of procurement of public institutions and applied to a specific example. In this paper we compared the two budgetary institutions (one institution conducts procurement only 44-FZ (ie, extra-budgetary funds spent under the contract system), and the other - to 44-FZ and 223-FZ), according to this method. Thanks to the study of practical examples we can say that the hypothesis presented in this paper, confirmed: efficiency of procurement agencies to implement the budget by 223-FZ.</p>
