Considered normative-legal bases of activity in this field, evaluates the main state program "Social-economic development of the Arctic zone of the Russian Federation for the period till 2020". Discusses the risks and prospects of development of the Arctic. The forecast of development of the region and recommendations for improving the effectiveness of the program.</span></p>
