Opportunities and Limitations of Better Law Making Instruments with Regard to SMEs State Support

<p>Nowadays there is a significant amount of legal acts regulating &nbsp;small and medium-sized enterprises (SMEs) state support. System of these support mechanisms is broad and diversified. However it consists mostly of financial instruments and doesn&#39;t allow businesses to participate in law making as an interested party. Improving the system of SMEs support mechanisms is a composite task requiring complex analysis.</p><p>One of the ways of improving the system of SMEs state support is using better law making instruments in the law making process. They imply the SMEs participation in the legislative process, so the opinion of businesses is considered. Then the effectiveness of state support for SMEs is increasing.</p><p>The purpose of research is to identify the opportunities and limitations of better law making instruments with regard to SMEs state support in the Russian Federation. To achieve the goal the author had set the followin targets: to analyze of international and Russian practice of better law making instruments use, to analyze of the regulatory framework of the Russian Federation in relation to SMEs state support, to conduct a series of expert interviews, then to analyze all the findings.</p><p>Compared with the European Union the range of better law making instruments with respect to support SMEs is not so diverse in the Russian Federation. The desk research showed the lack of effectiveness of existing mechanisms to support SMEs due to their financial nature. According to empirical study, with the help of better law making administrative barriers for small and medium businesses can be reduced. Combination of better law making instruments and existing financial mechanisms of SMEs state support in Russia will lead to greater efficiency and effectiveness of SMEs state support, but only in the medium term as there will be needed initial costs for development and implementation of better law making.&nbsp;</p>
