<p>Procurement for state or municipal needs is one of the main aspects of the implementation of economic policy, because a huge part of the budget of any country is spent on the needs of all spheres of society. In this connection, the government should carefully learn the system of procurement and rational approach to manage this area.</p><p>The Federal Law №94 did not allow the state to eradicate the problem of abuse in the process of placing orders, reach high transparency and efficiency of budget spending . Thus, the government &nbsp;has adopted the new Federal law 44, which is elaborated to correct all errors and resolve a number of unsolved problems in the Federal law 94.</p><p>The principal aim of my diploma is to investigate new methods of procurement, and also to evaluate the degree of effectiveness of changes in the way public procurement, as well as determine the effect of the application of new ways of purchasing the results of procurement.</p><p>Relevance of the chosen theme is that the adoption of the new Law № 44 -FZ is a major step for the procurement and seems to be very important to explore. The analysis can be popular among the participants of procurement due to the low purchasing power of maturity of the issue.</p><p>Hypothetically, the new conditions of procurement and the expansion of competitive procurement methods will allow ensure the development of fair competition that will attract a large number of suppliers and will encourage them to participate in the auction.</p><p>In an analysis of the degree of efficiency of the new ways of purchasing the contract system it was applied such research methods as: analysis of documents and content analysis. Evaluation criteria: savings, changes in the number of applications for participation in procurement (measuring the level of competition), as well as changes in the number of complaints received from members of the procurement process.</p><p>Following the aim of this work, a review of the procurement methods prescribed in the previous Law № 94-FZ was learnt, and also the list of the problems was formed. Further, a review was undertaken of basic requirements for the application of specific methods of procurement, and subsequently we analyzed law enforcement to identify ways to use statistics procurement and successful results using each method of procurement.</p><p>As a result, it was made a conclusion about the effectiveness of new approaches to regulation and the changing trends in the new conditions of the Contract procurement system was marked.</p>
