Youth volunteering opportunities and ways of state support provision

The theme of my diploma paper is “Youth volunteering opportunities and ways of state support provision”.The specific character of the problem situation is stipulated by the fact that youth activism potential has been accumulated while the opportunities for its implementation in the form of volunteer initiatives, as well as volunteer movement, are insufficient. In order to stimulate the process the active role of the government is needed so that to create statutory and regulatory, as well as psychological conditions, for youth self-realization and volunteer activities organization.As the result, we observe low efficiency level of young citizens’ participation in decision-making process concerning social issues. Volunteering being disorganized, as well as the lack of its consistency, are seen as the reasons.The main hypothesis states that volunteering state support is able to become the key factor for social and psychological atmosphere development in society, as well as for volunteering activities increase.Object of the research: youth volunteering in Russia.Subject of the research: state support of volunteering activitiesAims and tasks of the research:Aim of the research: to analyze state support as the means of youth volunteering development. Tasks of the research:1. Analysis of the rise and further development of youth volunteering as a phenomenon and a process in the Russian Federation;2. Determination of the state policy role as youth volunteering development factor;3. Elaboration of recommendations devoted to the development (development ways definition) of youth volunteering in modern Russia.Theoretical results obtained in present diploma paper include, on the one hand, the identification of volunteering evolution stages in our country, on the other hand – differentiation of two complimentary volunteering models – North American and national models. While analyzing the rise and development of volunteering in our country in the diploma paper research three main stages were outlined:a) Pre-revolutionary periodb) Soviet periodc) Post-Soviet periodEmpiric results obtained in the diploma paper include, firstly, the identification of volunteers insufficient competence (social and managerial as well as statutory); secondly, the identification of both altruistic and egoistic motivation what allows us not to overestimate voluntary activities; thirdly, the presence of two mutually excluding points of view concerning the reasonability of the Federal Law of public youth activities and volunteering support. One of the volunteer groups sees the existence of such a law to be necessary, the other thinks that the law adoption will lead to further bureaucratization, even corruption. According to some volunteers it can strip the volunteer movement off its authenticity and natural purity.The main means of state influence on youth volunteering specified in the diploma paper are the following:1. Political tasks and topical political slogans determination while taking into account the demands and tasks of youth volunteering;2. Youth initiatives funding increase through the organization of national and regional social projects competitions;3. The intensification of youth leaders professional training in state educational establishments;4. The development of a special chapter in the Federal Law of public youth activities and volunteering support devoted to volunteering.The key tasks of the state support of youth volunteering are determined in the diploma paper as being the following: firstly, the development of infrastructure and support of youth voluntary initiatives: secondly, build-up of sustainability and continuity of work with youth volunteering; thirdly, youth activity conditions extension; fourthly, the development and introduction of youth voluntary work programs into educational establishments and youth organizations programs; fifthly, the promotion of voluntary work among young people as a style and way of life.
