Human Capital of the Region: a Problem of Assessment

<p>This work is focused on a very controversial and sophisticated theme &nbsp;- human capital, and in particular the assessment of human capital. As part of this work will be carried out a review of the currently existing indicators of human capital in a regional level. The need to consider such an approach is that in Russian reality role of organizations such as the Employment Service is reduced to mediate between workers and employers with the sole purpose of the first devices to work. Regional and municipal employment services may be responsible for a range of functions that would help to solve the problem of the shortage of human capital in the regions of Russia. At the same time, these services do not have the statistical tools - indicators and assessment programs to evaluate such important problems as the lack of skilled human capital. In other words, the results of the regional employment services can be much more effective and useful for organizations that work with them.</p><p>&nbsp;</p><p>The practical part of the work will be to analyze the enterprise located in a region with an acute shortage of skilled human capital (Karachay-Cherkessia). This company is in its infancy. The results of research will be applied to address the shortage of qualified personnel. This will require a review of employment services in the region, whose workers to promote research and provide all the necessary information, which was used during the operation.</p><p>Problem of this study is the lack of skilled human capital. The problem is analyzed and solved within a specific region. Thus, the purpose of the work - to identify the problems of assessing workforce and to identify possible ways of use, including the company in the region.</p><p>To achieve this goal it is necessary to solve the following problems:</p><p>&bull; To review the theoretical framework of human capital devoted to evaluation, analyze existing performance evaluation and to select the most suitable;</p><p>&bull; Analyze the activities of the regional employment services and understand what is its main activity, how and with what indicators of its employees about the state of human capital in the region;</p><p>&nbsp;</p><p>&bull; Describe a situation in which the companies need to be informed about the state of human capital in the region in which it operates, and to solve any problems, this information may be used;</p><p>The study used methods such as:</p><p>&bull; Study and analysis of scientific literature;</p><p>&bull; analysis of statistical data;</p><p>&bull; interviewing.</p><p>&nbsp;</p><p>Object of research - human resources in the region as the main component of human capital in the region.</p><p>Subject of research - the problem of assessing and labor utilization.</p><p>The hypothesis of this study: evaluation of human capital in the region may be a factor that increases the efficiency of the enterprises in the region.</p><p>&nbsp;</p><p>The structure of this work consists of an introduction, three chapters and a conclu</p>
