Nowadays, in the age of Internet, copyright infringement became one of the main problems of the creative industries. This problem exists both in emerging and mature economies and affects different markets from books to video games. Piracy is a big problem for authors and innovators who wants to be rewarded for their creations. Governments are trying to solve this problem introducing and implementing new and new restrictive measures and developing various restrictive laws. Authors, vendors and publishers are trying to solve this problem using various DRM (Digital Rights Management) measures to prevent users from getting their authored and secured intellectual property products illegally. However, the effectiveness of these restrictive measures often looks quite questionable. Both law based and DRM measures show there ineffectiveness as it can be seen in the results of various researches. In addition, different factors affect restrictive measures effectiveness. Particularly, the effectiveness of various restrictive measures depend on the type of economy: emerging or mature. This particular research focused on analyzing the current situation with copyright infringement in the world and in Russia particularly, determining the effectiveness of these restrictive measures and proposing another solution: so called non-restrictive measures. To be able to do it average pirate social portrait is determined. Differences between average pirate behavior in emerging and mature economies are also shown. These non-restrictive measures are listed, described and their effectiveness discussed. In the practical part of this research, the main subject is a survey performed in Saint Petersburg. Questions about people experience and attitude toward piracy are asked in this survey, and results are analyzed using various statistical and econometric methods.
