<p>The purpose of the study is estimating of the development level and implementation such type of budget planning as long-term budget planning in Russia. The object of the budget planning  are budget resources of the country, and the subject are public administration authorities and local self-government authorities.</p><p>Strategic planning is one of the steps of strategic management. A basis for strategic planning is setting goals and identifying ways to achieve them. The planning process itself lays down certain conditions for the construction of the management model. Budget is a part of overall economic development strategy of the organization and connects to it on the basis of subordination disposition.</p>
