Estimates of Demand for Child Care in Russia

<p>Preschool education system plays an important role.&nbsp;<span title="Многочисленные исследования показывают, что посещение детьми дошкольных образовательных учреждений (ДОУ) способствует их социализации и развитию человеческого капитала и имеет долгосрочные позитивные эффекты, проявляющиеся даже после периода обучения в школе (Duncan and Magnuson, 2013).">Numerous studies show that children visit preschools (POC) contributes to their socialization and development of human capital and has a long-term positive effects, manifested even after a period of schooling (Duncan and Magnuson, 2013).&nbsp;</span><span title="Кроме того, опыт многих развитых стран показывает, что именно ДОУ позволяют эффективно совмещать политику поощрения рождаемости с высокой женской занятостью (Del Boca et al., 2009).">Furthermore, the experience of many developed countries shows that it can effectively combine preschool policies to encourage fertility with high female employment (Del Boca et al., 2009).&nbsp;</span><span title="В связи с этим, оценка параметров спроса на ДОУ со стороны населения представляет собой огромный интерес и значение для государственной политики.">In this connection, parameter estimation of demand for preschool the population is of great interest and importance to public policy.</span><br /><span title="Однако принципиальная проблема, возникающая при оценивании спроса на любые товары или услуги, состоит в том, что наблюдаемым является только факт покупки товара или использования услуги, но не сам спрос на них.">However, the principal problem that arises in estimating the demand for any goods or services, is observed that is just a fact of purchase of goods or use of services, but not the demand for them.&nbsp;</span><span title="В случае с ДОУ, обследования населения обычно дают информацию лишь о факте (не)использования ДОУ и не позволяют определить, почему ДОУ не используется – из-за того, что не хотят родители, или из-за того, что места в ДОУ отсутствуют.">In the case of BF, population surveys usually give information only about the fact (not) use the DOW and can not determine why the DOW is not used - because the parents do not want to, or because there are no places in the DOW.&nbsp;</span><span title="Таким образом, в условиях ограниченного предложения оценка спроса на ДОУ является нетривиальной задачей.">Thus, in conditions of limited supply, demand assessment DOW is not trivial.</span><br /><span title="В данной работе, мы оцениваем спрос на услуги ДОУ в России, где существует явный дефицит предложения мест в ДОУ.">In this paper, we estimate the demand for pre-school in Russia, where there is a clear shortage of suggestions of places in preschool.&nbsp;</span><span title="Для решения описанной выше проблемы мы применяем модель с частичной ненаблюдаемостью исходов (Poirier, 1980).">To solve the above problem, we apply the model with partial unobservability outcomes (Poirier, 1980).&nbsp;</span><span title="Эта модель позволяет оценить, в какой мере неиспользование ДОУ вызвано отсутствием спроса, а в какой мере – недостатком предложения.">This model allows us to estimate the extent to which failure to lack of demand caused by the DOW, and to what extent - lack of supply.&nbsp;</span><span title="В частности, она позволяет получить оценку величины неудовлетворенного спроса на услуги ДОУ, которая может являться важным ориентиром для государственной политики в области дошкольного образования.">In particular, it allows you to get an estimate of the unmet need for preschool, which can be an important reference point for state policy in the field of early childhood education.</span><br /><span title="Оценивая модель на данных РМЭЗ-НИУ ВШЭ, мы получаем ряд новых и интересных результатов.">Pricing model on data from RLMS-HSE, we get some new and interesting results.&nbsp;</span><span title="Прежде всего, мы подтверждаем известное мнение о том, что в России существует большой дефицит мест в ДОУ.">First of all, we confirm the well-known view that in Russia there is a great shortage of places in preschool.&nbsp;</span><span title="Согласно нашим оценкам, примерно 31% всех матерей детей в возрасте от 0 до 7 лет, хотели бы отдать ребенка в детсад или ясли, но не могут это сделать из-за ограниченного предложения.">According to our estimates, about 31% of all mothers of children aged 0 to 7 years old, would like to send their children to kindergarten or nursery, but can not do so because of limited supply.&nbsp;</span><span title="Это группа составляет почти 90% от тех, кто уже использует ДОУ.">This group accounts for almost 90% of those who are already using the DOW.&nbsp;</span><span title="По данным очереди- 40% в 2012г.">According to the queue-40% in 2012.&nbsp;</span><span title="Таким образом, предоставление дополнительных мест в ДОУ могло бы сильно повысить охват детей дошкольным образованием.">Thus, the provision of additional seats in the DOW could greatly improve the coverage of preschool education.</span><br /><span title="Вместе с тем, мы обнаруживаем, что существует достаточно многочисленная группа семей, которые имеют потенциальную возможность пользоваться услугами ДОУ, однако не предъявляют на них спроса.">However, we find that there is a fairly large group of families that have the potential to use the services of the DOW, but do not impose them on demand.&nbsp;</span><span title="По своему размеру эта группа сопоставима с объемом неудовлетворенного спроса.">According to its size, this group is comparable to the volume of unsatisfied demand.&nbsp;</span><span title="Это говорит о том, что не только организация новых или расширение старых ДОУ, но и более эффективное перераспределение мощностей и ресурсов внутри системы дошкольного образования могло бы внести вклад в рост охвата детей.">This suggests that not only the establishment of new or expansion of old preschool, but also more effective redistribution of power and resources within the system of preschool education could contribute to the growth of enrollment.</span><br /><span title="Мы также находим, что объем неудовлетворенного спроса на услуги ДОУ среди неработающих матерей выше, чем у работающих.">We also find that the amount of unmet need for unemployed mothers of preschool higher than that of workers.&nbsp;</span><span title="Это согласуется с мнением о том, что увеличение доступности ДОУ могло бы иметь положительный эффект на женскую занятость (Левин и Ощепков, 2013).">This is consistent with the view that the increase in the availability of pre-school could have a positive effect on women&#39;s employment (Oschepkov Levin, 2013).</span></p>
