The main tasks of Japanese immigration policy and its implementation

The current paper represent an analysis of the current Japanese immigration policy against the backdrop of ageing and dropping population. Therefore, the main research problem of the research is whether Japan uses immigration policy’s tools to solve current demographic problems (population aging and shrinking). In order to receive the answer author accomplishes following tasks:• Determine the main challenges for immigration policy, which come from population aging and decreasing• Determine the main goals of the current Japanese immigration policy• Compare proclaimed policies with the real figures of their implementation• Through comparison find the weak and strong points of immigration policy, in other words estimate its effectiveness• If there are unanswered challenges, find for which reasons immigration policy does not answer them.By fulfilling these tasks, research tends to prove the following hypothesis:• Despite what Japanese IP is proclaiming, in reality it does not use Immigration policy tools to solve questions of aging and declining population• Moreover, Japan has no established long-run strategy should it use IP to solve these questions or not• Inconsistences in IP’s implementation are related to the changes in social consensus towards immigration issueThe paper provides the confirmation that Japanese immigration policy is focused on the smooth control and management on immigrant and such problems like strong nationalistic feelings and lack of integration of foreigners into Japanese society still remain unsolved. While Japan implements some policies to answer aging challenges, the most part of them are neither sufficient nor successful. Therefore, immigration policy has almost no influence on current demographic, economic and social situation and does not answer assigned tasks.
