<p>Federal law No. 83-FZ defined transition from financing educational institutions for financing services. Educational institutions goes to the management of resources, the release of which is a government job. The amount of jobs becomes variable and does not depend on historical volumes estimated funding and the projected results of operations of the institutions.In the work from the perspective of the normative approach is determined and substantiated the possibility of using state job as a management mechanism of the system of providing public educational services; from the positions of the positive approach identified limitations of external and internal procedure for its use</p>
