Sufficient and Necessary Conditions in Conversion to " Effective Educational Plan" in General and Secondary General Education

To solve the problem of professional self-determination of senior pupils, the Department of education proposed to Moscow schools, included to the list of rating schools, which had shown high educational results, to introduce the "effective curriculim". The aim of this work is the substantiation of necessary conditions and resource potentialities of educational organizations in the transition to the "effective curriculum". The main tasks of the work are: - to analyse Russian and foreign research in the field of professional education according to individual curricula and appropriate educational practices; - to identify internal and external resources necessary for educational organizations; - to conduct a study for identification and substantiation of necessary conditions in organizations for transition to the "effective curriculum". The result of this investigation was the confirmation of the hypothesis: the criteria of Moscow rating system according to which the schools with high educational results are defined, are insufficient for the transition to the "effective curriculum". The implementation of this Moscow project would be possible and successful in the conjunction of: - indicators of internal and external resources of educational organization; - constructing of the net of inter-district model of interaction; - lining up normative, legal, financial and economic model of relationships among all the participants of interaction. One more outcome of the work is the development of the road map for individually-specialized education in the inter-district "Lomonosov" as well as practice-oriented recommendations for schools which are planning to start "effective curriculum.
