Tools for Assessing Effectiveness of Schools (on the Example of Schools of the City of Moscow)

Abstract: This work represents an attempt to create a comprehensive instrument that measures the performance of the school according to the opinions of stakeholders: parents, pupils and teachers. The study identified the main criteria and indicators to provide a comprehensive tool for evaluating school performance, consisting of invariant and variant components, and developed approaches to the creation of such a tool. This instrument assesses the performance of school according to 8 criteria, 4 of which are invariant (involvement of parents, the organization of work at school, educational process, school atmosphere ) and 4 variable regarding the categories of stakeholders (qualification of employees, security at school, the integrity of the services provided and the curriculum professional development of staff). As a result of approbation of this instrument was determined by the degree of influence of invariant criteria on the final ranking of stakeholders.
