Tools for Assessing Effectiveness of Schools (on the Example of Schools of the City of Moscow)

Abstract: This work represents an attempt to create a comprehensive instrument that measures the performance of the school according to the opinions of stakeholders: parents, pupils and teachers. The study identified the main criteria and indicators to provide a comprehensive tool for evaluating school performance, consisting of invariant and variant components, and developed approaches to the creation of such a tool. This instrument assesses the performance of school according to 8 criteria, 4 of which are invariant (involvement of parents, the organization of work at school, educational process, school atmosphere ) and 4 variable regarding the categories of stakeholders (qualification of employees, security at school, the integrity of the services provided and the curriculum professional development of staff). As a result of approbation of this instrument was determined by the degree of influence of invariant criteria on the final ranking of stakeholders. The results of the research prove that it is necessary to fill shortage of accounting General opinions of all stakeholders to assess the performance of schools in the city of Moscow and the rankings of schools in particular Thеse thesis can be used by the administrative teams of schools and educational authorities at various levels.
