The Impact of the Territorial Context of Educational Institutions (Level Deprivation Territories) on the Formation of a Municipal Educational Policy (for Example, Schelkovskogo Municipal District, Moscow Region)

In the master's thesis presents a study of the influence of the territorial context of the activities of educational institutions (level of deprivation territories) on the formation of municipal education policy. The study was conducted on the example of the Shchelkovo municipal district, Moscow region. The work aims to identify the necessary tools for the evaluation of the territorial context of the activities of educational institutions at the municipal level for management decision making of educational development. The paper shows that the territorial context can be considered as an additional factor directly affecting the work of educational institutions, and therefore it should be considered in models of educational results ' contextualization, along with the traditionally used indicators. Obtained in the study results clearly demonstrate the need for the creation and dissemination of more accurate and sophisticated models of evaluation of efficiency of educational institutions for the purpose of planning of municipal education policy. This study allows on the basis of the presented tools to define the mechanisms of implementation of municipal education policy, focused on territorial features of the location of educational institutions. The study data will help to substantiate the expected results and the risks of formation of educational policy, focused on territorial context of the activities of educational institutions. And the results and conclusions of the conducted research can be used by education authorities in the regulation of the processes of development of educational institutions in its territory at the expense of the recommended changes.
