Designing Educational Strategy of the School, Working in Complex Social Context, Based on the Model of Effective School

This paper attempts to design and substantiate the educational strategy of the school, which works in a complex social context, based on the model of effective school (School Effectiveness), in order to transition educational organization into an efficient mode of operation.

This research describes and compares existing models of effective schools in the world/country; analyzes the most effective practices, applied in these schools; implements self-test of the educational organization, which works in a complex social context; develops recommendations for management decisions on the design of educational policies of the school, which works on a complex social context, through implementation of practices, which correspond with model of effective school, with the goal of transitioning into an effective mode of operation.

Results of the study show that using management strategies, which based on the model of effective school and the corresponding practices, educational organization, which works in a complex social context and has a low index of social welfare, can transition into an effective mode of operation provide results in adverse conditions and successfully work with a complex contingent.

Materials of this Master’s dissertation can be used by administrative staff of schools, teaching staff and educational management organizations of various levels.
