The Legislative Bodies' Effect on the Civil Society Institutions in Jewish Autonomous Region (1992-2015)

This dissertation characterizes and offers a statistical portrait of the civil society institutions in Jewish Autonomous Region (1992-2015). The study analyzes the degree of public confidence in the authorities and non-profit organizations from 2001 through 2011. It describes the mechanisms of citizen participation in the governmental decision-making process in JAR. The research analyzes the role of the JAR Civic Chamber in the interaction between the authorities and society. It characterizes general normative legal approaches to the work of civil society institutions, and presents a system of federal and regional laws and regulations. The study thoroughly analyzes the law-making activity of the authorities that govern regional civil society. The work draws conclusions about the impact of the law-making authorities on the civil society institutions in Jewish Autonomous Region over three chronological periods of time. It describes the positive and negative tendencies of legal regulation of civil society activities in the Jewish Autonomous Region, reveals the dependence of the regional civil society condition from the federal legislation impact on the law-making activities of the regional authorities.
