Designing Educational Training Programs for Foreign Language Teachers of High and Higher School in Tula Region

The work reveals the possibilities and conditions of professional growth of university and school teachers of a foreign language in Tula region; their needs and motives, stakeholders’ requirements and regional features are taken into account. The requirements of the society and the state to the professional competency of the teacher are analyzed. On the basis of studies of Russian and foreign approaches to the design of educational training programs, there are determined the optimal form and structure of the training program. The main structural components, goals, objectives, outcomes, content, forms and methods of training are worked out. The results of the approbation of this multi-level training program for the teachers of Tula region, conducted within distance learning environment are exposed; risks and challenges are stated.
