Development of the System of State Support of Foreign Students in the Higher Education System of the Russian Federation

Abstract Development of the system of the state support for the foreign students in the higher education system of the Russian Federation. The study is initially based on a growing attention to the issues of the global processes within the higher education and its opportunities regarding the development of the economic potential and distribution of culture in the changing world. It has led the range of countries to the institutionalization of the higher education systems and the international academic mobility through the introduction of attractive conditions for the international students. The thesis analyzes the systems of the governmental support for the international students in Great Britain, China, USA, and Germany. The results highlighted the key instruments of the aforementioned systems that provide a scalable and adequate level of admission, education, and graduation of international students with the optional subsequent employment. For comparison, the study analyzes the Russian experience and the current measures that are implemented in the government activities regarding the support for the international students during their education in Russia. To conclude the conducted research, the author developed a set of recommendations based on the foreign instruments of governmental support for the international students and the Russian experience of modernization of this particular aspect. These recommendations would have been taken into consideration for the improvement of admission, education, and staying of the foreign citizens in Russia.
