Relevance of the topic of master's thesis is due to scientific interest, related to the events that led to the collapse of the Soviet Union and the termination of its existence in the geopolitical space. This event had an impact not only on the international relations of post-Soviet Russia, but also in the course of world history. The destruction of socialism in the formational aspect, imbalance of power centers in the world, the establishment of a unipolar world - not all the results of the events unfolding in the end of XX century in our country. The paper analyzes the issues related to the development of a new project of the Union Treaty and the reasons for failure of the signing of this document, as well as the assessment of missed opportunities, development options open to the Soviet Union, as a multinational state.
