Transfer Mechanism of Municipal Power

The distribution of powers between levels of local government (various types of municipalities) carried out legally. Federal law № 131-FZ carried out the specified distribution by enumerating the issues of local importance. One of the most important issues of implementation of powers by public authorities, including local authorities, is the possibility of dynamic changes of the statutory scope of authority. The concept of the transfer of powers of local self-government bodies of the municipal area and the settlements included in the relevant district, exists to improve the efficiency of solving issues of local importance, and therefore improve the efficiency of municipal management. Due to the lack of common approaches to procedural and financial aspects of transfer of authority between local governments reduces the quality of municipal management and lowers the authority of the municipal government. The necessity of finding the most efficient and optimal procedural and financial flow models for the exercise of authority is due to objective reasons that exist today. In the framework of this research developed a model municipal regulatory legal act regulating the procedural rules for transfer of authority, as well as model methods of determining the amount of intergovernmental transfers required for the effective implementation of the transferred powers.
