Leniency Program for Participation in Cartel

In this paper, we analyze the different versions of the Leniency Program and identify their strengths and weaknesses. We examine the impact of recidivism factor on the probability of using leniency programs and the percentage reduction of the fine, using the empirical evidence on international cartels (dataset of prof. Connor). Limitations of the existing literature on the effects of leniency program are revealed. We provide recommendations to improve the Russian Leniency Program, taking into account its characteristics.
