The Representative Body of Local Self-government: the Optimization Problem of the Legal Status

The purpose of the work is consideration and the analysis of legal status of a representative body of municipality which is one of the major bodies in structure of local government. In this research of the problem of the local government in aspect of contradictions demanding reduction of a ratio "vertical horizontal" in structure of the public and municipal administration to an optimum indicator is considered. The thesis about need of increase of a role of a representative body of local government for the solution of problems which arises at the level of local government doesn't raise doubts, and also and can resolve the arising issues and problems that only this body has the right most effectively. In view of all above it becomes clear why the researches concerning a representative body of local government, and his legal status, in particular, are so important and actual, especially now. Speaking about legal status of a representative body of local government, it is necessary to tell that it is necessary to change the provision of a representative body of local government, it is necessary to improve the status of this body in that direction that representative bodies at the local level could influence really and powerfully the reality surrounding them, as a result from it it will be better first of all for the people – the population which has chosen a representative body and hopes to improve with his help the life and life of society in general. At the moment, when there are changes in the sphere of local government when the imminent reform is developed long ago, won't late stop and again to analyse all that is entered by this reform what she will lead to. Anyway, it is impossible to claim that all innovations, especially when they cross out what was created within several years earlier, will be correct and true. The situation when the made decisions only worsen a situation is always possible, but won't improve it.
